  1. Wash the small fish.

  2. Add salt, cooking wine, light soy sauce, and pepper and marinate for 10 minutes.

  3. Rinse with water and drain.

  4. Pour oil into the pot and heat until it is 50% to 60% hot, add the small Diaozi fish and fry slowly over low heat.

  5. Fry until golden brown and drain out the oil.

  6. Sprinkle some chili powder, salt and pepper powder and cracked black pepper on the plate.
