Peel the potatoes, cut into shreds, wash them in water to remove excess starch, take them out and set aside.

Chop green peppers, cut dry red peppers into sections, and soak in water.

Boil water in a pot. When the water boils, add shredded potatoes and green pepper rings, and drop a few drops of oil in the water.

When the water in the pot boils again, remove the shredded potatoes.

Heat oil in a pan, add shredded potatoes, green and red peppers and salt and fry for half a minute.

Turn off the heat, add white vinegar and chicken essence, then turn up the heat and stir well before serving.
