Soak the kelp shreds, drain the water and set aside.

Wash the peppers, drain and remove the stems.

Cut into circles and set aside.

Heat the pot, add an appropriate amount of oil, add the chili pepper, add an appropriate amount of salt and a little light soy sauce to taste, stir-fry until fragrant, then add the shredded kelp, stir-fry a few times.
