Wash the small potatoes you buy, the smaller the better.

Get the seasoning ready.

Pour the potatoes into cold water, bring to a boil over high heat and cook for about 15-20 minutes. Chopsticks can easily pass through the potatoes. Do not overcook the potatoes to prevent them from breaking into pieces.

Remove the cooked potatoes to control the moisture. There is no need to peel off the potato skins, and they will taste great when fried. Heat the oil in the pot, add the small potatoes, and gently flatten them with a spatula, being careful not to crush them. Sprinkle with salt, chili powder, black pepper, and cumin powder, flip over and fry the other side, sprinkle with seasonings as well, until both sides are golden brown.
