Clean and dry the scallops and place them on a baking sheet lined with tin foil.

Soak the vermicelli in warm water until soft. Chop the garlic, add light soy sauce, sugar, steamed fish soy sauce, chopped chili pepper, and cooking wine into a bowl and mix well to make a sauce. Set aside.

Preheat the oven to 220 degrees. Pour oil into the pot, add minced garlic and fry until fragrant (do not fry until brown, as there will be no garlic flavor after roasting)

Pour the minced garlic and the fried vegetable oil into the sauce bowl and mix well.

Add the vermicelli and let the vermicelli absorb the juice.

Place the vermicelli on top of the scallop meat. Pour the remaining sauce and minced garlic over the vermicelli.

Place in the preheated oven, turn off the heat, turn to low heat, and bake on the lower rack for 7 minutes.

Take it out and sprinkle with chopped chives.
