Clean and slice the fish, separating the bones and flesh. Remove the fibrous roots from the soybean sprouts, cut the peppers into sections, and slice the ginger. Next start marinating the fish. Add three or four slices of ginger, a spoonful of cooking wine, and half a spoonful of salt to the fish bones and marinate for twenty minutes.
