  1. Cut off the roots of enoki mushrooms and wash them.

  2. Drain the water and place on a plate.

  3. Place the chopped peppers on top of the enoki mushrooms.

  4. Add water to the steamer, bring to a boil over high heat, and steam for 5 minutes.

  5. While the enoki mushrooms are steaming, mince the shallots.

  6. After the enoki mushrooms are out of the pot, pour off the excess soup on the plate.

  7. Sprinkle the green onions on the chopped peppers and pour the steamed fish with soy sauce.

  8. Finally, pour hot oil on it.
