Add 1 and a half spoons of sugar, 1 spoon of cooking wine and 2 spoons of cooking oil into a bowl to make a sauce;

Boil the bean sprouts in boiling water until half cooked;

Heat oil in a pan, add scallions, garlic slices and dried chilies and saute until fragrant;

Add bean sprouts and stir-fry;

Add the sauce and stir-fry, adding salt and black pepper before serving.
