Use a small amount of salt to kill the water in the shredded radish, but not too dry. Season with minced garlic, minced green onion, allspice and soy sauce. Add flour so that the radish shreds can stick to each other, not too much. Form the shredded radish into loose balls and wait for frying.

Put the meatballs into a pan and fry over medium heat until golden brown.

Arrange the fried meatballs on a plate and garnish with chopped chives.
