Soak the bamboo skewers thoroughly in water in advance. Cut the mutton into small pieces, about 0.8 cm thick and 2.5 cm long (too big to be cooked easily), add pepper, light soy sauce, and a little salt and marinate for about half an hour. (Salt should be added for the base flavor, not too much. Salt should be added later in the roasting process. If you add it early, the meat will become stale.)

Mix cumin powder and chili powder, skewer the mutton pieces on bamboo skewers, and preheat the oven to 210 degrees.

Place a slag-catching tray on the lower shelf of the oven (topped with tin foil) and place the meat skewers on the grill at 210 degrees for about 10 minutes.

Take out and sprinkle both sides with chili powder, cumin powder, and salt, brush with a layer of vegetable oil, and continue to bake in the oven for 6-7 minutes.
