Mix the flour with cold water. It doesn't matter whether the dough is soft or hard. Let it rest for 20 minutes.

Wash the dough in clean water and knead it like you would wash clothes.

Collect all the water used for washing the dough into a basin and wash the dough three times.

After the dough is washed, it will turn into a chewy dough with a slightly yellow color. This is gluten.

Put the gluten into the pot and steam for half an hour. Do not open the lid during the process.

Prepare the seasoning water, put the peppercorns, aniseed, minced garlic, and salt into a bowl, pour hot water into the bowl and let the seasoning water cool down for later use.

Pour away the semi-turbid water from the upper layer of facial cleanser that has been left for three hours, leaving only the upper layer, as shown in the picture.
