Wash the cabbage and cut into sections, shred the ginger, shred the garlic, and cut the millet and pepper into sections and set aside.

Add sugar, salt, starch, vinegar and a small amount of water to the bowl.

Mix well and set aside.

Heat the pan until it starts to smoke, then add peanut oil.

Add garlic, ginger, millet and pepper.

Add the cabbage stems first and stir-fry until cooked through.

Add cabbage leaves and stir-fry evenly.

Pour in the reserved ingredients and stir-fry until the water dries out.
