  1. Heat hot water in a pot.

  2. Blanch the grated shredded potatoes and drain into cold water.

  3. Cut the pepper into shreds and add to the shredded potatoes.

  4. Add salt, chicken essence, thirteen spices, soy sauce, vinegar and dried chili pepper to the bowl.

  5. Heat oil in a pot until it smokes.

  6. Add the hot oil to the prepared sauce.

  7. Pour into the shredded potatoes and mix evenly.
