Marinate the beef slices with cooking wine and starch for 5 minutes.

Prepare ingredients: cut carrots and potatoes into hob cubes, shred onions, cut cabbage into cubes, and cut tomatoes into cubes.

Put some oil in the pot and fry the beef slices until they change color.

Add onions and sauté until soft.

Add tomatoes and sauté until juice comes out.

Add cabbage and stir-fry until soft.

Finally add potatoes and carrots and stir-fry evenly.

Add boiling water to cover the ingredients.

Add tomato paste and mix well.

Add fresh milk, bring to a boil and turn to low heat.

Add salt, sugar and white pepper, stir well and cook for 10 minutes.
