  1. The vermicelli was soaked in advance, but I only used a small handful

  4. Spread on top of vermicelli and steam in steamer for 30 minutes

  5. Heat oil in a wok, add minced garlic and minced pepper and stir-fry until fragrant, add seasonings and stir evenly, set aside

  6. Take out of the pan, pour in the garlic sauce, and serve
