Put the fat beef in a bowl, add starch, cooking wine, light soy sauce, and pepper to marinate.

Soak the rice noodles in advance.

Mince ginger and garlic.

Wash tomatoes and cut into pieces.

Put oil in the pot and sauté ginger and garlic until fragrant.
