Prepare materials

Wash and cut shredded kelp into sections, mince chives and garlic, shred ginger, and cut chili into sections

Wash the pot, heat it up, pour in appropriate amount of oil, add onion, ginger and pepper and stir-fry until fragrant

Add shredded kelp and stir-fry evenly

Add cooking wine and a little water and stir-fry

Add appropriate amount of salt and continue to stir-fry
