Rinse the shredded potatoes with water and soak them in salt water for two minutes, then rinse and soak them in water to remove excess starch

Add oil to the pan, mince the chopped green onion and garlic (leave half of it), sauté the shredded potatoes until fragrant, and stir-fry over medium-low heat
