Mix all the seasonings together and make a sauce

Boil the elbows for 5 minutes, add ginger slices to remove the fishy smell, remove and let cool, apply soy sauce for color

Put northeastern scallions in the pressure cooker, cut them into diagonal slices and put them on the bottom, as well as the garlic sprouts, and add some ginger. Then put the elbow in and pour on the seasonings. Turn on high heat for twenty minutes, then simmer for another five minutes before the pot is ready.
