Thaw the large scallops by soaking them in light salt water.

Thaw the shrimp.

Cut the mung bean vermicelli and soak it in water until soft.

Boil the soaked vermicelli in boiling water until transparent, remove and set aside.

Finely mince garlic.

Heat oil in a small pot and saute minced garlic until fragrant.

Add cooking wine, garlic black bean sauce, black pepper sauce, sugar and water, mix well and bring to a boil.

Add 2/3 of the sauce and mix well with the vermicelli.

Place scallops and shrimp on the vermicelli.

Drizzle with remaining sauce.

Put into the boiling water pot and steam over high heat for 4 minutes.

Remove from the pan.

Sprinkle with shredded green onions and garnish.
