Cut garlic sprouts into sections.

Chop ginger, onion, and pepper.

Heat oil in a pan, add sliced mackerel and fry over low heat until golden brown.

Add ginger, green onion, chili pepper, appropriate amount of water, bring to a boil over high heat, then reduce to low heat and simmer for 10 minutes.
