  1. Cut the green pepper in half, remove the seeds, and cut into thick strips diagonally

  2. Heat vegetable oil in a pan

  3. Put the fish paste into the pan and fry it. Dip the oil with a smooth rice spoon and gently press the fish paste to spread it out and turn it into fish cakes
