Blanch shredded kelp in a pot of boiling water (add an appropriate amount of salt to the water).

Remove and put into cold boiling water to cool and drain. Set aside.

Mince ginger and garlic, and cut millet and pepper into rings.

Heat 1 tablespoon of oil in a pot and pour it into the chili bowl to bring out the aroma.

Add a little salt, sugar, light soy sauce, and balsamic vinegar to the bowl and mix well to form a sauce.
