Wash the Spanish mackerel, add flour and coat evenly.

Heat the pan, add peanut oil, and fry the Spanish mackerel segments over low heat.

Add garlic and red pepper until golden brown. If you don't like pepper, you can leave it out.

Add dark soy sauce.

Add onion, ginger and water.

Add two tablespoons of brown sugar.

Simmer over low heat until there is very little liquid, add salt to taste.
