Soak dried kelp, clean and cut into thin strips

Add water and grind the kelp for about an inch, add an appropriate amount of salt and ginger slices

Bring to a boil over high heat and continue cooking for 5 minutes, skimming off the foam

Add dried chili pepper, garlic and chives to the drained kelp shreds

Saute half of the garlic red pepper with vegetable oil until fragrant and add shredded kelp

Add salt, dark soy sauce, light soy sauce, balsamic vinegar, sesame oil, and oyster sauce and stir evenly.
