In a saucepan, stir together a small amount of whipping cream and green tea powder to form a paste.

Add the remaining cream and stir until no lumps remain.

Add granulated sugar and stir until sugar melts.

Then add in over medium heat until it boils. Remove from heat immediately.

Place the gelatin powder in a small bowl and add 1/4 cup of the hot cream and stir to form a paste.

Add the gelatin paste to the cream in the saucepan, stir until the gelatin is completely dissolved, and let sit for 10 minutes.
