Add brown sugar to water and stir with a whisk until the brown sugar dissolves. (You can heat the water first and then add brown sugar to quickly dissolve the brown sugar, but you need to cool it down completely before adding the powder in the second step.)

Sift in the rice flour, cake flour, cornflour, baking powder, and baking soda mixture.

Use a whisk to stir in irregular directions, then add corn oil.
