Soak chicken in water to remove blood, drain, and chop into small pieces.

Add cooking wine, light soy sauce, white pepper and a little salt, mix well and marinate for about 30 minutes.

Soak the dried red pepper for about 15 minutes, cut into small pieces and put them together with the peppercorns.

Cut green onion into sections and slice ginger and garlic.

Fry the marinated chicken pieces in a 60% hot oil pan for about 3 minutes, until the surface is slightly brown, remove and set aside.

Increase the oil temperature to 80% heat, pour in the chicken pieces and fry quickly for about 10 seconds until the surface is golden brown, remove and drain the oil.

Leave oil in the pot, add ginger and garlic slices and saute until fragrant.

Pour in the dried red pepper and peppercorns and stir-fry over low heat until fragrant.

Pour in the fried chicken pieces and stir-fry evenly. Add sugar and cooked white sesame seeds and stir-fry evenly.

Finally add the scallions.
