Soak the kelp in your hair and wash it off.

Cut the kelp into shreds, add a little vinegar to the pot after the water boils, add the kelp and cook for 5 minutes, take it out, cool and drain.

In a bowl, add minced garlic, chili pepper, soy sauce, oyster sauce, vinegar, pepper oil, salt and sugar and mix well.
