Wash the fish head, drain the water, and apply a little salt evenly.

Place ginger and scallions on the plate.

Add the fish head and top with minced garlic, minced ginger, and chopped green onion.

Spread another layer of chopped peppers.

Add an appropriate amount of water to the pot, bring to a boil over high heat, add the fish head, cover and steam over high heat for 15 minutes.
