Slice and dice the beef, you don’t need to chop it very finely, chop the onion and ginger, and cut the pork fat into puree.

Mix the beef with the pork fat, add a small amount of water several times and stir until the water is completely absorbed, then add the onion, ginger, pepper powder, salt, light soy sauce, oil and cooking oil and continue stirring until the filling is strong. The filling is ready and set aside for later use.

Stir 1/3 of the flour into a fluffy form with boiling water, then add the remaining flour and mix evenly with cold water. The dough should be softer and rest for at least half an hour. Then roll the dough into a dough of appropriate size, spread an even layer of cooking oil on it and roll it up.

Divide into multiple balls and roll out into a thick dough around the middle, just like the dough for steamed buns.
