Shred the carrots and cucumbers. Cut the raw garlic into mince. Put the salt, soy sauce, vinegar, white sugar, pepper oil, oyster sauce, sesame oil, and chili sauce in a bowl and set aside.

Boil the carrot shreds in water.

Boil the pure wheat noodles for 30 seconds and then remove.

Soak the noodles in cold water and let them stand for one minute.
