Soak the sirloin steak in water for 30 minutes to drain the blood.

Trim off the fat and cut the beef into slightly larger pieces.

Peel the carrots and cut into cubes.

Prepare garlic, ginger, star anise and bay leaves.

Heat the pan and sauté the ginger and garlic until fragrant.

Add beef star anise leaves and stir-fry until beef changes color.

Add Shacha sauce, Zhuhou sauce, light soy sauce, and dark soy sauce.

Stir well.

Transfer the beef to a casserole or Corning pot, add rock sugar and boiling water level with the beef.

Add tomatoes, bring to a boil over high heat, then reduce to medium to low heat and simmer for 20 minutes.

Add carrots and continue cooking for 15 minutes.

Cut green onions into sections.
