Thaw the fish, cut into thick slices, heat a pan and add some water. Add cooking wine, salt, green onions and ginger to the water. Boil the water and add the fish fillets. When the color changes, remove the green onions and ginger and set aside.

Wash and cut the garlic into sections, cut the red pepper into shreds, and cut the green onions with a diagonal knife.
